Hamza Alasfoor

Hamza has been seconded on a full-time basis since 2016 to the Ministerial Committee for Legal and Legislative Affairs at the General Secretariat of the Council of Ministers. In this role, he advises on matters submitted to the Committee in its capacity as the legal arm of the Council of Ministers, including legislative proposals and proposals with desire submitted by the legislative authority, as well as draft laws, resolutions, requests for legal opinions, and international and domestic legal instruments referred by ministries and government entities.

Hamza joined Newton Legal as an intern in 2015, where he completed his training at the Bahrain Economic Development Board. He subsequently became an Associate and was seconded to the Committee. He was promoted to Senior Associate in 2024.

Experience

• Advised on and prepared memoranda for submission to the Council of Ministers in relation to draft laws proposed by the legislative authority.
• Advised on and prepared draft government responses to proposals with desire submitted by the legislative authority.
• Advised on and prepared memoranda relating to draft laws and resolutions proposed by various ministries, government entities, and public bodies.
• Advised on and prepared memoranda relating to legal opinion requests referred by government entities.
• Advised on and prepared memoranda relating to international instruments, including agreements and treaties (approval, ratification, or accession), memoranda of understanding, letters of intent, and joint declarations issued by international organisations and conferences to which the Kingdom of Bahrain is a party.
• Advised on and prepared memoranda for submission to the Ministerial Committee for Legal and Legislative Affairs in relation to frameworks and arrangements proposed between ministries and government entities at the domestic level.
